Virtual TOP inspections are now a reality, thanks to a successful pilot project conducted by JTC and the Building and Construction Authority (BCA). JTC Logistics Hub @ Gul and JTC semiconSpace in Tampines Wafer Park underwent virtual inspections in April 2021 and September 2022 respectively, before receiving their TOPs in May 2021 and October 2022 respectively.

Using 3D data compiled through 360-degree photo captures and laser scanning technology, the BCA inspector and project team conducted the virtual inspection process, which could reduce the time and manpower required by up to 30%. Encouraged by the results, JTC and BCA are now developing virtual TOP guidelines for wider industry adoption.

In addition to TOP inspections, JTC has also implemented virtual technology in site management. With the assistance of 360-degree reality capture solutions, teams can more easily coordinate, track progress, document, and report, potentially gaining productivity gains of up to 50%.

To ensure industry-wide adoption of these technologies, JTC has launched a tender to use these solutions in all projects it manages. To capture savings and proliferate the use of these technologies, JTC hopes that the tender will allow for wider adoption in the industry.

“BCA is developing a set of technical guidelines for virtual TOP requirements for the industry, learning from the experience of the pilot trials with JTC and other stakeholders,” says Darren Lim, group director of audit and inspection at BCA.

Tan Chee Kiat, group director of engineering at JTC, adds: “We are excited that the virtual TOP pilot is successful and look forward to implementing it to all JTC projects.”

JTC and BCA’s successful virtual TOP inspections encourage the adoption of reality capture solutions across the construction value chain — proving that the use of virtual technology is beneficial to both the project team and inspection officers in terms of productivity and cost savings.
